What is Test Strategy?

A test strategy is a high-level document that defines the testing approach, objectives, scope, types of testing, environments, tools, and risk mitigation for a project or organization.

A test strategy answers the question "How will we approach testing?" at an organizational or project level. It is broader than a test plan and typically covers testing levels (unit, integration, system, acceptance), types (functional, performance, security, accessibility), the test automation approach and tool selection, environment and data management strategy, entry and exit criteria, risk assessment and mitigation, roles and responsibilities, and reporting and metrics.

The strategy is usually written once and updated infrequently, unlike a test plan which is created per release or sprint. Think of the strategy as the constitution and the test plan as the legislation. The strategy sets principles; the plan applies them to specific scope.

A good test strategy balances ambition with pragmatism. It acknowledges resource constraints, prioritizes testing by risk, and defines what will not be tested as clearly as what will. It also aligns with the organization's quality goals: a startup optimizing for speed will have a different strategy than a healthcare company optimizing for compliance.
